We use eMule as the preferred download method. Look at Step-by-Step eMule Setup for help setting up the full eMule. The URLs for things like server lists and IP filters are a little out of date so you should Google for current versions but it should get you going. You might also check uloz.to for direct downloads.

can this one be up scaled to better quality? or is there a better version out there?

I wonder if they cut it short to avoid it being deleted.

That is an awful lot to have cut out, surely if there were concerns they could have been more discreet. More likely, that one reel of a German dub was all that "The Art of Film on 16mm" had available.

Ugh, no! It's a cam rip. To describe pointing a camera at a movie screen and recording as "sourced from 16mm" is pushing it! This person probably didn't even have permission - if they had control of the actual film reels they would've done a direct transfer.
